Rt. Hon. Emomotimi Dennis Guwor, Speaker of the Delta State House of Assembly, has sent a birthday message to former Deputy Governor Deacon Kingsley Burutu Otuaro, praising his leadership and service to Delta State. Guwor described Otuaro as a humble leader, a man of faith, and an ambassador of the Ijaw nation, highlighting his impactful eight-year tenure as Deputy Governor.

In a heartfelt message released in Asaba by his Chief Press Secretary, Nkem Nwaeke, Rt. Hon. Guwor described Deacon Otuaro as a leader of uncommon humility, a man of deep faith, and a worthy ambassador of Delta State, especially the Ijaw nation.

According to the Speaker, Otuaro’s eight years as Deputy Governor were marked by loyalty, stability, and quiet impact.

“Today, I celebrate a wonderful boss, mentor, and statesman whose life continues to speak. Your Excellency, Deacon Kingsley Burutu Otuaro, your brand of leadership, anchored on godliness, patience, and service to others, remains a model for those of us you raised,” Guwor said.

The Speaker recalled Otuaro’s pivotal role in peace-building across the Niger Delta, his bridge-building politics, and his constant counsel to young leaders in the riverine communities, noting that those values shaped his own public service journey.

“You taught us that power is for service and that true strength is seen in restraint. You opened doors, gave platforms, and believed in young Ijaw men and women when it mattered most. For that, my family and I remain eternally grateful,” the Speaker stated.

Rt. Hon. Guwor, on behalf of his family, the people of Warri South West, and the Delta State House of Assembly, prayed for renewed strength, sound health, and greater accomplishments for the former Deputy Governor.

“As you mark your new age today, I pray the Almighty God preserves you, enlarges your coast, and continues to use you as a voice of peace and wisdom in Delta State and Nigeria. May your years ahead be richer in honour, joy, and divine fulfilment. Happy birthday, Your Excellency,” Guwor added.
