Delta State House of Assembly, DTHA has resumed from 2025 annual recess with a pledge to enhance development in the state.
In a maiden address, the Speaker, Delta State House of Assembly, Rt. Hon. Dennis Guwor, reiterated the firm resolve of the House to continue to impact positively on Deltans through enacting laws that will foster economic growth, social justice, and sustainable development, as well as strengthening oversight function and collaborating with the executive arm of the state government for benefit of the people.

ADDRESS BY RT. HON. GUWOR EMOMOTIMI DENNIS, SPEAKER, DELTA STATE HOUSE OF ASSEMBLY, ON THE RESUMPTION OF PLENARY FROM ANNUAL RECESS ON TUESDAY, 9TH SEPTEMBER, 2025
My dear Honourable Colleagues, it is with great pleasure and a deep sense of duty that I welcome you all back to the hallowed chambers after our annual recess. I trust that this period of rest has provided each of us the much-needed opportunity to rejuvenate, reconnect with our constituents, and reflect on the critical assignments before us.
While the recess meant a break from formal plenary, it was far from a break from service or learning. One of the most significant highlights of this period was our participation in the Leadership Development Training on “Strategies for Inclusive Economic Growth” at the Centre for Enterprise, Manchester Metropolitan University, United Kingdom.
This programme afforded us not only the opportunity to broaden our legislative knowledge, but also to deepen our understanding of global best practices in governance. We explored practical approaches to policy formulation, inclusive economic planning, effective oversight, and strategic stakeholder engagement.
From the training, we learnt valuable lessons:
●That inclusive governance is the surest path to sustainable development.
●That policy decisions must be guided by evidence, data, and the lived realities of our constituents.
●That legislative leadership requires both vision and the ability to build consensus across political divides.
●And that innovation, accountability, and transparency are not optional, but essential, in delivering good governance.
I recalled in one of the sessions, the role played by universities and other tertiary institutions in society development, how government harness research resources in driving sustainable development by collaborating with these tertiary institutions. Fortunately, Delta State Government has four universities amidst other Federal and Private universities. We will encourage the State Government policy towards exploring the research resources of these universities in the sustainable development of the State.
These insights will not remain in theory. They will be translated into action through our legislative agenda, committee work, and oversight responsibilities in this session.
Dear colleagues, while the House was on recess, the State commemorated the 34th anniversary of the creation of Delta State on the 27th of August, 2025. On behalf of Honourable Members and Staff of the House, I wish to congratulate His Excellency, Rt. Hon. (Elder) Sheriff Francis Orohwedor Oborevwori, our dear Governor, and the entire people of Delta State on the 34th creation anniversary of the State.
In the same vein, I also wish to congratulate His Excellency, Rt. Hon. (Elder) Sheriff Francis Orohwedor Oborevwori, Governor of Delta State, for the successful hosting of the 9th National Youth Games, in Delta State. Congratulations to all the athletes and by the grace of God, we will reclaim our first position next year.
Let me also commend His Excellency, the Governor, for the massive ongoing infrastructural development across the State. Two very remarkable projects awarded while the House was on recess is the construction of flyovers at Uromi junction, Ika South Local Government Area, and Otovwodo junction in Ughelli North Local Government Area. No doubt, these are signature projects by the Governor.
Distinguished colleagues, I wish to also convey the heartfelt appreciation of the House to His Excellency, the Governor for the award and ongoing construction of the dual-purpose building for the Assembly’s Clinic and the Delta State House of Assembly Service Commission. When completed, it will enable the clinic provide 24 hours services to the Members, Staff and other users. It will also be a permanent office to the House of Assembly Service Commission.
As we reconvene, our commitment remains clear:
●To enact laws that foster economic growth, social justice, and sustainable development.
●To strengthen oversight to ensure transparency, accountability, and value for public resources.
●To work collaboratively with the Executive and other stakeholders while safeguarding the independence of the House.
We must also respond decisively to the pressing needs of our people, that is, infrastructure, youth empowerment, education, healthcare, and security.
The lessons from Manchester have reinforced that meaningful change begins with focused planning, inclusive consultation, and timely execution.
Distinguished colleagues, the hallmark of this 8th Assembly must be unity, diligence, and service above self. Personal interests must give way to the collective good of our State. Let us be guided by the knowledge that history will measure us not by the titles we hold, but by the impact we create.
In conclusion, I urge us all to approach this session with renewed vigour, the knowledge we have acquired, and a resolute determination to leave Delta State better than we met it.
I welcome you all back to plenary and wish us a most productive session ahead.
